To strengthen the cultivation of specialized and special new "little giant" enterprises，We will enhance the innovation capacity and specialization of small and medium-sized enterprises，According to the requirements of the Notice on organizing the supplementary recommendation work of specialized and special "Little Giant" enterprises (Industrial Letter [2019] No. 86)，I organized the special special new "little giant" supplementary recommendation work，The relevant matters are hereby notified as follows:
1. Recommended conditions
(a) The supplementary recommendation of specialized special new "little giant" enterprises should be registered in Guangdong Province (except Shenzhen) domestic industrial and commercial registration, continuous operation for more than 3 years and have independent legal personality，In line with the "small and medium-sized enterprise classification standard provisions" (Ministry of Industry and Information Technology joint enterprise [2011] No. 300)，It is a small and medium-sized enterprise with strong innovation ability and outstanding market competitive advantage in the region。
(2) According to the Notice of the General Office of the Ministry of Industry and Information Technology on the cultivation of specialized and special "little Giant" enterprises (Office of Industry and Information Technology Enterprise Letter (2018) No. 381，Annex) Requirements，Meet the cultivation conditions stipulated in the second "cultivation conditions" part (1) Basic conditions, (2) key areas and (3) special indicators。
(3) It should meet the specific quantitative index requirements of "economic benefit", "degree of specialization", "innovation ability" and "operation management" put forward in the second point (3) special index of the enterprise letter of the Department of Industry and Information Technology (2018) No. 381。
2. Recommended procedures
(a) Specialized special new "little giant" enterprises supplement the recommendation work, take the voluntary declaration of enterprises, step by step recommendation, please the competent departments of small and medium-sized enterprises in various cities to actively organize the declaration of enterprises, and recommend them to the department based on the best。Companies that have been listed as individual champions in manufacturing announced by the Ministry of Industry and Information Technology are no longer recommended。
(2) This time, the Ministry of Industry and Information Technology has given strong support to our province, arranging for 20 recommended enterprises (including 1 enterprise recommended by the last time), please attach great importance to the local cities, strictly check, carefully organize and carry out supplementary recommendation work, timely submit relevant materials, ensure the quality of recommendation work, and do not report to the full。
(3) The department organized experts to review the recommended materials reported by various cities, determine the list of specialized and special new "little giant" enterprises, and recommend them to report as required。
3. Relevant requirements
(1) The local cities should strengthen the cultivation of specialized and special new "small giant" enterprises in the region, study and improve the policies and measures for the development of specialized and special new "small giant" enterprises, strengthen the support and services for the protection of enterprise property rights, technological innovation, brand building, financing and credit increase, and constantly promote the high-quality development of small and medium-sized enterprises。
(2) All cities should carefully review the materials provided by the enterprise according to the basic conditions stipulated in the Enterprise Letter [2018] No. 381 of the Industry and Information Technology Office to ensure that the submitted materials are complete, true and accurate。The six enterprises recommended by our province last time, some enterprises do not meet the rigid requirements of economic benefits, specialization, innovation ability, operation and management in the special indicators, please carefully guide the local cities to declare on time against the requirements。
(3) If the cities have adjusted and supplemented the last recommended materials (submitted before December 20, 2018, as required by the Office of Industry and Information Technology Enterprise letter [2018] No. 381), please complete the materials, and our Office will recommend and submit it together with this time。
(4) The administrative departments of small and medium-sized enterprises in all cities are requested to submit the paper copies of the official recommendation documents, recommendation forms (in triplicts, including the copy of the certificate of high-growth small and medium-sized enterprises in Guangdong Province) and electronic discs to the Provincial Department of Industry and Information Technology (Financing Promotion Department) before March 5, 2019.。
